The Shenandoah Valley contains both purpose-built resort communities designed for visitors and private residential subdivisions where people live. These are very different experiences. Resort areas like Massanutten have visitor infrastructure, amenities, and welcome short-term guests. Private residential communities are neighborhoods — not vacation destinations. Research the specific community, not just the property, before you book.
Several private subdivisions across the valley have recorded residential covenants that restrict use to residential purposes. Some properties in these communities appear on rental platforms, but the community itself may not welcome or permit vacation rentals. If you are booking in a private subdivision, check whether the community has covenants restricting short-term rental activity. A difficult neighbor experience is not the vacation you planned.
As of December 2025, all short-term rental operators in Rockingham County are required to hold an administrative permit from the Department of Community Development. Operators must meet health and safety standards including VDH-approved septic capacity. Maximum overnight occupancy on private septic is two guests per recorded bedroom. If you are booking in Rockingham County, verify the property has a valid permit and that the advertised guest count matches the property's legal capacity.
Many properties in the valley are accessed via private gravel roads, low-water bridges, and mountain terrain. These roads are not maintained by VDOT and conditions change significantly with weather. Four-wheel or all-wheel drive is strongly recommended for mountain properties. Some private community roads are maintained solely by resident assessments and are not public infrastructure. Arrive before dark when visiting a new property for the first time.
